The Politics of the American Budget

A national budget is not just an accounting document. It is a map of political priorities. Decisions about defense, infrastructure, social programs, research, taxation and debt reflect competing ideas about what government should do.

Budget politics becomes difficult because spending and taxation are connected but debated separately. Programs create constituencies, while taxes create visible costs. Borrowing can postpone the political consequences of current decisions, but it does not eliminate them.

The most useful way to read a budget debate is to ask three questions: what is being funded, who pays, and who receives the benefits? Those questions reveal the distributional choices beneath technical arguments about deficits and appropriations.
