The Presidency and the Expanding Executive

Modern American politics often turns attention toward the president because the office combines visibility, administrative authority and agenda-setting power. Yet presidential power is never unlimited. It operates through Congress, courts, agencies, states, budgets and political coalitions.

The executive branch can move quickly in some areas and slowly in others. Agencies write and enforce regulations, but their actions are constrained by statutes, judicial review and administrative procedures. Congress controls appropriations and can rewrite the legal framework. States retain substantial authority over education, elections, policing and many other matters.

Understanding the presidency therefore requires looking beyond speeches and elections. The deeper story is institutional: how authority is delegated, challenged and implemented.
